THE CHALLENGE
Extensively modified legacy software environments have made it difficult for municipalities to be agile and responsive to the increasingly high volume of legislative changes from provincial and state governments. J.D. Edwards ERP (Enterprise Resource Planning) software fulfills all the financial information system needs that municipalities have, but it needed to be modified for business processes that are unique to civic entities, such as property tax roll management.

THE EXETER SOLUTION
Exeter developed a bolt-on product using J.D. Edwards Development Tools to leverage the power of the J.D. Edwards 5 Financial Suite. The municipality module consists of five parts:

• Property taxation and collection
• Facilities management
• Utilities – water billing
• Building permits management
• Licenses, permits and registrations

The Exeter Municipal Property Tax Management Software bolt-on covers both taxation and collection. The taxation part has functionalities related to property tax calculation and tax roll management. The collection part, using the existing J.D. Edwards ERP module, has functionalities that are related to penalty, write-off and receipt processing.
